Fundamentally, Pradhan Mantri Digital Health Mission (PM-DHM) and Ayushman Bharat Digital Mission (ABDM) are the same. Under the mission, a unique digital health ID can be generated by citizens of India, which will contain all the health records of the person. Ayushman Bharat Digital Mission is being started nationwide from 27th September 2021 whereas the Pradhan Mantri Digital Health Mission (PM-DHM) was being implemented in a pilot phase in six Union Territories.
NDHM stands for - The National Digital Health Mission (NDHM), which is now Ayushman Bharat Digital Mission (ABDM) aims to develop the backbone of Healthcare in India. The objective of the mission is to bridge the existing gap amongst different stakeholders (doctors, hospitals, labs, and health organization) through digital highways/infrastructure.
As NDHM is government initiative, it is completely owned and operated by the Government of India, and it comes under NHA (National Heatlh Authority).
You can participate in NDHM to have their health records available digitally. The first step is to create a Health ID, a random generated 14 digit number which is used to uniquely identifying individuals, authenticating them, and threading their health records. NDHM needs to have a user's informed consent across multiple systems and stakeholders.
You can create your Health ID with your basic details along with your mobile number or Aadhar Card. The Health ID will be unique, and you will have the option to link all your health records to your Health ID. It will be an individual's choice to create multiple IDs and link different set of health records with different Health IDs. However the Government of India, through the NDHM innitiative recommends that individuals should create only one Health ID.
To sign into Health Information Exchange & Consent Manager (HIE-CM), a self declared username is required which is called as PHR (Personal Health Records) Address. Each Health ID requires a linkage to a consent manager to enable data sharing. All Health ID users can generate their own PHR Address while signing up for Health ID.
Health Information Exchange & Consent Manager (HIE-CM) refers to a consent manager which enables consent management. It also enables sharing & linking of personal health records for a user. HIE-CM (NDHM Health Records Application) is owned by NDHM. You can use your Health ID or NDHM PHR Address to sign up on the HIE-CM (NDHM Health Records Application). HIE-CM is the current setup but as per NDHM, multiple consent managers are likely to be available for patients to choose from in the near future.
You can create your Heatlh ID by self-registering on eka.care website or our App, available on ios and android playstore. You can also create your Health ID by self-registrating on the Health ID web portal or by downloading NDHM Health Records application from the Google Playstore. Citizen can also create Health ID at participating health facilities.
